The skate park is open to in-line skates, scooters, and skateboarders. No admission is charged. The park contains 14,000 square feet of ramps, rails, bowls, and other structures.

The crowning feature of the Downtown Billings Skate Park is the 'Head Over Heels' monument, a life-sized sculpture of a skateboarder performing a handplant.
